On some Windows systems running i4blt, the utility can take anywhere from 2 to 20 minutes to complete. Furthermore, the reports may be incomplete, which can cause License Statistics to fail. This rare problem has been seen only under Windows with IBM LUM v4.6.8.

This is an IBM LUM problem, not a License Statistics problem, so you should contact your application vendor to obtain an appropriate resolution. IBM releases fix packs that can solve the problem.
