If you are gathering statistics throughout different time zones, License Statistics reports usage for all locations based on the time zone where it is installed.
For example, say your License Statistics server is located in Germany, and you're gathering statistics for Feature2 in both Germany and China. There is a 6-hour difference between the two locations, so at 10:00 a.m. German time it is 4:00 p.m. in China. Maximum usage for Feature2 was 15 in Germany at 10:00 a.m. and 20 in China at 4:00 p.m. Therefore, when you request maximum usage for Feature2 at 10:00 a.m., it will report a total of 35.
