No, License Statistics does not use any network communication by itself. Port 27000 is used by FLEXlm/FlexNet. If you are experiencing problems due to FLEXlm/FlexNet using Port 27000, contact the vendor of your FLEXlm/FlexNet-managed application for assistance.
