FLEXlm error -96 is defined as follows:

"-96 Server machine is down or not responding.
See the system administrator about starting the server, or make sure that
you're referring to the right host (see LM_LICENSE_FILE environment
variable)."

To resolve this error, make sure that the license server is up and running and that your license path is pointing to a valid location. To make sure the path is valid, you can set an environment variable; for example:

LM_LICENSE_FILE = port@host
